Sr. Business Analyst

*Position Title:* Business Analyst/Child Welfare Expert (Product Owner/Product Manager) *Location:* Hartford, CT 06106 *Project Overview:* The Department of Children and Families (DCF) is undergoing a transition from their existing system, LINK, to comply with federal regulations for a Comprehensive Child Welfare Information System (CCWIS), named CT-KIND (Kid’s Information Network Database).
This transition aims to enhance efficiency and improve outcomes for families and children.
The CT-KIND Project involves planning, design, development, testing, conversion, implementation, and maintenance.
The project utilizes a hybrid version of the Scaled Agile Framework for enterprises (SAFe) methodology.
*Scope of Work:* The Business Analyst/Child Welfare Expert will collaborate with technical and business staff on the CT-KIND Project.
Responsibilities include: * Analyzing and documenting business processes related to child welfare.
* Participating in LEAN events for process mapping and streamlining.
* Assessing business readiness and participating in organizational change management activities.
* Coordinating with social work staff for system development and design.
* Assisting in training plans and documentation for vendor procurement and federal compliance.
* Engaging with internal and external stakeholders, including community partners and agencies.
*Required Skills and Experience:* * 5+ years of experience in Child Welfare or a related field.
* Product Owner and/or Product Manager certification preferred.
* Familiarity with DCF’s mission, policy, and state agencies.
* Proficiency in agile development methodologies and case management systems.
* Experience in business process mapping, requirements gathering, and documentation.
* Strong facilitation skills for large groups and presentations.
* Ability to analyze data and draw business-relevant conclusions.
*Administrative Considerations:* * Work Schedule: 30-40 hours per week, Monday - Friday, 8 AM - 5 PM (Hybrid-remote schedule with 20% on-site work).
* Oversight: The position reports to the DCF Program Director within the CT-KIND Project.
* Security/Privacy: Compliance with vendor qualification, background checks, and confidentiality agreements.
Job Type: Full-time Pay: $27.
